Central Financing and Contracting Department - CFCD
The Central Financing and Contracting Department (CFCD) within the Ministry of Finance acts as the operational body responsible for contracting under the Instrument for Pre-Accession Assistance (IPA), including the IPA I and IPA II programmes, as well as the IPA III programming period. The CFCD is solely responsible for tendering, contracting, and payments related to projects implemented under the Decentralized Management System for European Union-funded projects in the Republic of North Macedonia.
The main objective of the Department is to ensure the adequate, effective, and efficient indirect implementation of IPA-funded projects while adhering to the principles of sound financial management and applying appropriate control mechanisms. In doing so, the Department contributes to the country's efforts to meet the accession criteria on its path towards full membership in the European Union.
The Department performs its functions and responsibilities through an established organizational structure comprising five units responsible for the following processes:
- Preparation and implementation of procurement (tender) procedures and contract award and signing – as part of the activities carried out by the EU Procurement and Contracting Unit;
- Financial verification and execution of payments under concluded contracts – performed as part of the responsibilities of the Finance Unit;
- Monitoring of concluded contracts – the main focus of the Project Monitoring Unit;
- Establishment of an appropriate system for ensuring the quality of tender documentation – one of the priorities of the Quality Control Unit;
- Ensuring the efficient and effective functioning of the internal control system within the Department - the primary responsibility of the General Affairs Unit.

The Head of the CFCD is, at the same time, the Head of the IPA Operational Structure (HOS), retains full responsibility for the implementation of projects under IPA I and IPA II programmes, and ensures effective oversight of the proper implementation of the tasks delegated by the IPA Coordinators in accordance with the previously concluded Operational Agreements.
The new financial assistance opens up a new perspectives and new challenges that should contribute to the process of the Republic of North Macedonia’s approximation to the European integration process. As an intermediary body for financial management, the CFCD has sole responsibility for all tenders, contracts and payments related to the procurement of services, construction works, equipment, grants and twinning activities financed under IPA III programmes in the country.
