Deputy Minister

Professor Nikolche Jankulovski, PhD, holds a PhD in Economic Sciences and is a Full Professor at the Faculty of Biotechnical Sciences at St. Kliment Ohridski University in Bitola, Department of Agroeconomics.

In 2006, he graduated from the Faculty of Economics with St. St. Kliment Ohridski University in Bitola. In 2009, he obtained a Master’s degree from the Institute of Economics at Ss. Cyril and Methodius University in Skopje. In 2012, he earned a PhD in Economic Sciences from the same institute, defending his doctoral dissertation entitled “Financing Local Government Units in the Context of Balanced Regional Development in the Republic of Macedonia”.

His professional and academic career began in 2006 at the Department of Agroeconomics, the Faculty of Biotechnical Sciences, at St. Kliment Ohridski University in Bitola, holding the positions of a Junior Assistant from 2006 to 2009, of an Assistant from 2009 to 2012, of an Assistant Professor from 2012 to 2017 and subsequently, of an Associate Professor. Since December 2022, he has held the position of Full Professor in the scientific fields of Economics and Finance.

He has authored and co-authored more than 80 peer-reviewed scientific papers published in national and international academic journals and presented at scientific conferences in the country and abroad. His published papers have been cited approximately 240 times. He is also the author of the peer-reviewed teaching aid “Accounting in Agrobusiness” and the author of original lecture materials in the field of financial management.

Throughout his academic career, he has participated in numerous European and international projects, including projects implemented under the IPA Cross-Border Cooperation Programme, TEMPUS, and Erasmus programmes. He has undertaken academic and teaching mobility placements in several European countries through the CEEPUS, Erasmus, and COST programmes.

Between 2015 and 2019, he held the position of Vice Dean for Science and International Cooperation at the Faculty of Biotechnical Sciences, while also serving as Erasmus Coordinator. He has been a member of the Senate of St. Kliment Ohridski University in Bitola since 2020 and served as President of the University Senate from November 2022 to August 2024, holding the position for two consecutive terms.

He has extensive experience in local government. He served two terms as a member of Bitola Municipal Council, from 2013 to 2017 and from 2017 to 2021. During this period, he participated in numerous committees dealing with finance, local development, youth affairs, and security.

He was elected Deputy Minister of Finance of the Republic of North Macedonia on 23^rd July 2024. In this capacity, he contributes to policy creation and implementation, pertaining to public finance, fiscal policy, the State Budget and Fiscal Strategy, public debt management, fiscal decentralization, public finance management reforms, as well as international financial and regional cooperation.

Jankulovski also serves as national coordinator for activities under the Regional Cooperation Council (RCC), with responsibilities related to the implementation of the South East Europe Strategy 2030. Through this engagement, he contributes to efforts aimed at enhancing regional economic cooperation, fostering sustainable development, accelerating green and digital transitions, and supporting the region’s integration into the European Union.

In his professional capacity, he is involved in initiatives and activities with international institutions and organizations in the areas of public finance reform, sustainable financing, and regional development.

He speaks Macedonian and English.
