24th November 2025, Skopje - Minister of Finance, Gordana Dimitrieska-Kochoska, announced that the preferential 5% VAT rate for the first sale of newly built flats will continue to apply even after 1st January, as per the proposed amendments currently undergoing government procedure.
“A month ago, we presented our position, however, it was necessary to carry out additional analyses and market studies, not only in Macedonia but also by making comparisons with other countries. On the basis of those results, we proposed for the 5% rate to remain in effect. Entire VAT Law is currently undergoing modifications and amendments, as per which it is proposed for certain modalities to be applied in future,” the Minister underlined in an interview for the “Argument Plus" TV Show on “Televizija 24” TV Channel.
She stressed that there are currently no conditions for applying a higher rate, particularly given that some of the citizens have already made advance payments, while the buildings remain under construction.
“In order to ensure that no citizen is disadvantaged, a complete and clearly defined procedure is required. At present, there is no possibility for such a measure, due to which we proposed for the provision stipulating the continuation of the 5% preferential rate, to remain in effect,” Dimitrieska-Kochoska explained.
Minister further noted that, even in countries with higher standard VAT rates, flats are subject to taxation with reduced rate, thus, for instance, in Slovenia, the reduced VAT rate for flats accounts for 9.5%.
At the same time, as announced by Minister Dimitrieska-Kochoska, Ministry of Finance is working on extensive legal amendments to the tax regulations, while ensuring that the existing tax rates remain unchanged.
“We are reviewing one law at a time, starting with the corporate income tax and the personal income tax, which will be followed by covering other segments as well. Directives will be our priority, serving as the basis for aligning the respective legal amendments. At present, the tax rates will undergo no changes”, Minister pointed out.
