25th September 2025, Skopje - Refund of VAT to the business sector is ongoing, as evidenced by the data from the Treasury Department within the Ministry of Finance. At the same time, the process of refunding the solidarity tax is in progress for companies having made payments thereof as per the legal provision. Minister of Finance, Gordana Dimitrieska- Kochoska, pointed out in her guest appearance on TV 21 channel.
“Data clearly illustrate the progress of the VAT refund process. As of September 2025, inclusive, total VAT refund to companies amounted to Denar 24.850 billion, compared to Denar 23.559 billion by the same date in 2024. This marks an increase by 5.5% or Denar 1.291 billion (EUR 20 million), compared to last year”, the Minister stated, thereby stressing that these figures are verifiable.
She noted that if there are any concerns raised by certain companies, it may be because those companies are subject to audits by the Public Revenue Office, over which the Ministry of Finance has no influence. She also pointed out that PRO, with support from the World Bank, the International Monetary Fund and the U.S. Department of Treasury, designed indicators to identify higher-risk companies that required on-site inspections.
She also touched upon the initiated procedure for refunding funds to companies that made payments thereof in line with the Solidarity Tax Law.
“Solidarity tax refund to companies is underway, being carried out by our department. Few companies have not yet responded to the inquiry we have provided, being previously announced publicly. The question posed was whether they agree with the Government's proposal for the solidarity tax to be refunded in two installments, the first in March 2026 and the second installment in March 2027. A large number of companies have responded, the majority of which agree therewith", Minister of Finance underlined.
She added that the refund of funds, which she than described as having been unfairly collected, has been adjusted in line with the Budget possibilities, thereby expressing her gratitude to the companies that accepted the submitted proposal.
