10th August 2026, Skopje - The first Final Priority List of Public Investment Project Proposals, adopted by the Government upon being submitted by the Ministry of Finance and the Public Investment Committee, comprises forty-one project proposals.
The List includes project idea proposals, prepared and checked by the project initiator, i.e. the institution having submitted them, assessed by the Ministry of Finance and approved by the Public Investment Committee.
Following the adoption of the Decree on Public Investment management, the Ministry of Finance commenced the process of collecting medium- and large-value project idea proposals, exceeding EUR 5 million. The Ministry of Finance has undertaken a thorough check of the completeness of the documentation, the quality of the submitted data, the strategic relevance and the initial readiness of the project idea for further development. On the basis of this analysis, it has compiled a List of Project Idea Proposals and prepared an opinion on the financial aspects, the sustainability and the feasibility of the project idea proposal, which were submitted to the Public Investment Committee for approval of the project ideas and subsequently to the Government for adoption.
The List includes projects in the field of infrastructure, education, healthcare, energy, digitalization, as well as agriculture and water supply.
The adopted first Final Priority List is central to defining new capital investments in the 2027 budget process and the investment programs of SOEs, and the institutions are required to align their future investment planning with this List.
However, including project proposals in the Final Priority List of Public Investment Project Proposals does not constitute neither a financing obligation nor a final decision on its implementation. Decision on financing a project proposal will be adopted later through capital budgeting within the available fiscal space, i.e. through investment planning within the available financial resources by public entities that are not budget users, depending on the project maturity and the priorities of the Government for the respective fiscal year.
Adopting both the Decree and this List is in line with the 2024 - 2027 Reform Agenda as regards public investment management. The Decree stems from the Organic Budget Law and was adopted last year. The Public Investment Committee was also established last year. Its first meeting was held in April this year, which marked the beginning of a more systematic approach to planning and managing public investments in the country. This new framework of planning and deciding applies on capital projects exceeding EUR 5 million, with the objective of transparent decision-making and streamlined budget planning for the subsequent years.
