17th August 2026, Skopje - Ministry of Finance adopted a new Rulebook on assessing the reputation, the integrity and the origin of funds of applicants for license to organize games of chance. As a bylaw deriving from the adoption of the new Law on Games of Chance,
this Rulebook prescribes in details the documentation required to substantiate the reputation of all legal entities and natural persons applying for licenses for casino, betting house, slot machine club or closed-type tombola.
Applicants are required to submit documentation demonstrating compliance with the reputation requirements, i.e. documentation which, inter alia, relates to imposed sanctions prohibiting the practicing of a profession, evidence that no prohibition has been imposed on organizing games of chance and other circumstances relevant to their eligibility to participate in organizing games of chance.
Stricter control over the origin of funds in the founding capital is also introduced under the Rulebook.
Using bank statements, contracts and financial statements, Ministry of Finance will check whether there is a continuous trail of money flows from their source to being deposited in the company. Moreover, the Rulebook also prescribes the procedures for changes in ownership structure, founding capital and appointment of members of management and supervisory bodies.
The new Rulebook has been adopted pursuant to the new Law on Games of Chance, under which the assessment of the reputation of the members and associates of the companies being issued licenses for organizing games of chance, as well as of the members of management and supervisory bodies of the company organizing games of chance in which the state is the sole shareholder, has been introduced. The assessment of the reputation is considered as a crucial element in combating money laundering and terrorist financing.
The new Law on Games of Chance was adopted in June this year, with the objective being to create a modern, streamlined and efficient legal framework for governing this field.
