15th May 2026, Skopje – Today, Public Finance Academy, in cooperation with the Treasury Department within the Ministry of Finance, organized a one-day workshop on public revenue recording aimed at strengthening participants’ knowledge and practical skills in treasury operations and public revenue management.
The training session was delivered by Elena Kuzmanova and Ivana Kochoska from the Treasury Department, who, through a practical and interactive approach, presented the key aspects related to the recording, allocation, refund, and reallocation of public revenues, as well as the functioning of the suspense accounts system and the “e-Obvrski” (e-Commitments) web portal.
During the training session, a brief overview was provided of the operations and competencies of the Treasury Department, which serves as the payment operation carrier of the state through the Treasury Single Account. A particular focus was placed on the processes of opening and managing suspense accounts, the proper application of the Instruction on the method of recording, allocating, refunding, and reallocating public revenues, as well as the procedures for refunding and reallocating incorrectly paid funds.
Through practical examples, discussions, and exchange of experience, the participants were introduced to specific day-to-day operational scenarios, as well as to the procedures for registration and use of the “e-Obvrski” web portal. In addition, the key elements of suspense accounts, the legal framework, and the importance of the proper allocation of public revenues in accordance with the applicable regulations were presented.
The workshop forms part of the ongoing activities of the Public Finance Academy aimed at strengthening institutional capacities, enhancing the professional competencies of public administration, and ensuring efficient and compliant public finance management.
