1st October 2026, Skopje - Large Taxpayers Office, established 20 years ago as a major reform of the tax administration, plays a vital role in the country’s tax system. Large taxpayers account for more than 40% of overall tax revenues collected, Minister of Finance, Gordana Dimitrieska-Kochoska, pointed out in her address at today’s event marking the 20th anniversary of the Large Taxpayers Office established within the Public Revenue Office.

As she underlined, establishment of the LTO two decades ago constituted a significant reform within the Public Revenue Office, yielding benefits for the institution itself, but also for the businesses using its services.

Specialized approach to large taxpayers facilitates close and continuous cooperation with the companies, enabling a better understanding of their business activities, effective communication and more efficient management of tax obligations.

“The companies served by the LTO are among the most important drives of economic activity in the country, companies that invest, create jobs, generate added value and contribute substantially to budget revenues”, the Minister underlined.
As she emphasized, the LTO’s work is important not only for the Public Revenue Office, but also for the broader economy. Its mission is to ensure efficient and timely collection of public revenues and consistent application of the tax rules, on one hand, and to foster a professional relationship with the businesses through transparency and a predictable business environment for the companies, on the other.

“A stable and predictable tax system is a vital precondition for the companies when making long-term decisions on investments, new employments, production expansion and business development. Creating conditions for private investments is vital for achieving stronger and sustainable economic growth”, the Minister emphasized in her speech.

As underscored during the event, the 20th anniversary provides an opportunity to reflect on the progress made thus far, while outlining the next steps for further improvement of the tax system.  Given the business environment is constantly evolving, in particular amid rapid technological development, institutions must adapt accordingly and deliver modern and efficient services.

In the light of this context, the Minister emphasized the e-Invoice project as a major milestone. The project, currently being implemented by the Public Revenue Office, is a key element of the digital transformation of public finances.

“The project will simplify and accelerate the processes, reduce the administrative burden, and provide greater security, traceability and overall efficiency”, the Minister underlined.

She added that maintaining tax policy predictability and creating a stable business environment are of particular importance to both the Ministry of Finance and the Public Revenue Office. The Minister also reflected on the funds secured through the Hungarian Export, which are being made available to the Macedonian economy under favourable terms and conditions and have already encouraged business to undertake a substantial investment cycle of nearly EUR 300 million.

“Ministry of Finance continues its efforts to strengthen the tax regulations and ensure their alignment with the European and the international tax standards. To that end, adoption of the Law on Global Minimum Corporate Income Tax is a significant step in bringing the country’s tax legislation in line with the modern global tax practices. The Ministry of Finance is also preparing modifications and amendments to the Law on Tax Procedure, introducing an appeal procedure as a legal remedy against administrative acts”, the Minister said, adding that modernization of the tax system is not aimed at increasing the tax burden, but rather building more efficient and modern institutions that better serve citizens and the business community.

“However, the key message I would like to convey today is that modernizing the tax system does not mean increasing the tax burden. We remain committed to the flat tax concept, which provides predictability for the companies and creates sound basis for investment and development planning. We remain dedicated to building institutions that support both the citizens and the businesses”, Dimitrieska-Kochoska said.
