22nd August 2026, Skopje – Upon the adoption of the new Law on Games of Chance, activities related to its implementation are undertaken with the adoption of one of the much-needed rulebooks, the Rulebook on assessing the reputation, the integrity and the origin of funds of applicants for license to organize games of chance. It is an act setting out in detail the documentation required to substantiate the reputation of all legal entities and natural persons applying for licenses for casino, betting house, slot machine club or closed-type tombola, Minister of Finance, Gordana Dimitrieska-Kochoska says in a Facebook post.
She clarifies that the required documentation, inter alia, relates to imposed sanctions prohibiting the practicing of a profession, evidence that no prohibition has been imposed on organizing games of chance and other circumstances relevant to their eligibility to participate in organizing games of chance.
“This is an important step, as the Rulebook translates legal principles into concrete rules, procedures and criteria that can be effectively implemented in practice,” the Minister says.
She also notes that the Ministry of Finance is working on the preparation and adoption of the other rulebooks necessary for the full implementation of the Law.
“A well-designed regulation is the foundation of clear and fair rules governing operations across all industries, including the games of chance industry. The adoption of the Law and the bylaws does not mark the completion of the process. The real results come from its consistent implementation. Therefore, each adopted rulebook and each step taken toward its implementation brings the legal framework closer to reality, while effective implementation ensures greater protection for citizens and a more efficient system,” Minister of Finance, Gordana Dimitrieska-Kochoska, notes.
The Minister points out that the new Law on Games of Chance and Entertainment Games was adopted at the end of June this year, in response to the evolving nature of the industry in recent years. The new Law brings forward numerous key changes, aimed at enhancing the protection of citizens, strengthening oversight, and promoting greater accountability within the industry.
As highlighted in the post, modern regulation was needed to address emerging challenges, enhance citizen protection, and ensure more effective oversight.
