19th November 2025, Skopje - The Parliament adopted modifications and amendments to the VAT Law, whereby abolishing the VAT exemption for online shipments up to EUR 22.
The objective of the respective amendments is to boost domestic economy, support local companies and create new jobs.
Their implementation is anticipated to yield direct positive impacts on both the economy and the operations of domestic companies. By abolishing this VAT exemption, approximately up to Denar 4 million per month, reflecting the turnover generated through foreign online platforms in certain periods, will be channeled to the national economy,
an amount that will help promote the expansion of local companies, foster job creation, and lead to better working conditions and higher wages for employees.
The amendments constitute a major step in safeguarding and advancing the domestic economy, particularly as globalization intensifies and digital trade expands, also supporting the efforts to reduce informal economy, having in mind that the existing system had created opportunities for abuse by allowing VAT-exempt goods to be imported and then sold on the domestic market. These recent legal solutions prevent the respective practice from continuing and ensure a fair and controlled market environment.
The cost associated with assessing and collecting VAT will not be at the expense of the citizens, meaning the prices for the end consumers will remain the same, while the measure will ensure fair competitiveness between domestic and foreign online stores.
By adopting the amendments, the state conveys a clear message of support for companies that generate added value, invest in development and create new jobs in the country.
