20th November 2025, Skopje – Ministry of Finance states that the adopted modifications and amendments to the VAT Law will not affect the way citizens receive shipments from abroad, including orders placed via TEMU platform.
The shipments ordered from TEMU have consistently had VAT included in product prices, and the amended Law is maintaining this long-standing practice.
Hence, the citizens will pay no extra charges upon receiving shipments, nor any new payment obligations will apply.
It is the authorized forwarding agent or the postal operator, designated under the platform’s agreement, who pays in the VAT already included in the product price to the state.
Ministry of Finance reiterates that, under the amendments, no changes are introduced to the way shipments are received and undergo custom clearance.
The Parliament adopted modifications and amendments to the VAT Law, whereby abolishing the VAT exemption for online shipments up to EUR 22.
The objective of the respective amendments is to boost domestic economy, support local companies and create new jobs.
The amendments constitute a major step in safeguarding and advancing the domestic economy, particularly as globalization intensifies and digital trade expands, also supporting the efforts to reduce informal economy.
The existing system had created opportunities for abuse by allowing VAT–exempt goods to be imported and then sold on the domestic market, while the recent legal solutions prevent the respective practice from continuing and ensure a fair and controlled market environment.
By adopting the amendments, the state conveys a clear message of support for companies that generate added value, invest in development and create new jobs in the country.
