Ministry of Finance: Wages and allowances are paid regularly as per the law, allegations by “Levica” political party are unfounded

 5th September 2025, Skopje – Ministry of Finance categorically rejects the disinformation spread by Levica today.

As with any election process, at the beginning of this one, Ministry of Finance issued a notification to all budget users, reminding them to take into account the restrictions in line with the applicable provisions of the Electoral Code and the Organic Budget Law when spending budget funds during the pre-election period.

Under the notification to budget users, the Ministry of Finance refers to indent (2), paragraph (1) in Article 8-a of the Electoral Code:

“From the day of the adoption of the decision for announcement of the elections until the completion of the election of the President of the Republic of Macedonia, Members of Parliament of the Republic of Macedonia and election of the Government of the Republic of Macedonia in accordance with the election results, as well as from the day of adoption of the decision for announcement of the elections until the day of completion of the election of Mayor or Members of the Council, i.e. until the establishment of the Council of Municipalities and the City of Skopje, the following shall not be allowed:

- payment of wages, pensions, social protection and other payments and financial compensations from budget funds or public funds that are not regular monthly payments, or all annual transfers and payments, or single transfers from budget funds or public funds, as well as selling of public capital or signing collective agreements.”

We explicitly point out: Ministry of Finance has not rejected any payment order related to any liabilities towards employees in accordance with the law. Wages, benefits and wage allowances are regularly paid, including those related to work on public holidays, night shifts, work on Sundays, overtime, as well as entitlements to benefits in the event of death of a family member, field work and similar circumstances, in line with the Organic Budget Law and the Electoral Code.

Therefore, all claims made by the political party “Levica” are unfounded and ill-intended, which sole purpose is spreading panic and manipulating the public opinion.

We invite Levica” to finally consult the Electoral Code and the Organic Budget Law to gain a clear understanding on the operations of the state apparatus, rather than creating confusion. Ministry of Finance will continue to consistently implement the legal regulations and guarantee that the rights of all employees are protected.
