1st September 2026, Skopje - Reconstruction of the University Clinic for Physical Medicine and Rehabilitation – Skopje has commenced, with an investment of Denar 92.7 million (excluding VAT). Thus, conditions for patients and medical staff will be improved, while the energy efficiency of the facilities will be significantly enhanced.
Grant Agreement has been signed between the Ministry of Finance and the Ministry of Health, aimed at implementing the Sub-Project “Reconstruction of the PHI University Clinic for Physical Medicine and Rehabilitation – Skopje with Energy Efficiency Measures”. Implementation will be managed by the Project Implementation Unit at the Ministry of Finance, with grants provided from the International Bank for Reconstruction and Development – World Bank and an investment grant from the Western Balkans Investment Framework (WBIF).
These activities are part of Component 1b of the Project, which covers reconstruction combined with energy efficiency measures in central government buildings and public health institutions.
The reconstruction will cover eight interconnected buildings, with a total heated area of 7,247 square meters.
The investment will bring modern energy-efficient solutions to the Clinic, create improved and more functional working conditions for medical staff, and provide patients with better conditions for their stay and treatment.
Planned works comprise thermal insulation of façades and roof structures, replacement of the existing dilapidated joinery with new energy‑efficient joinery, refurbishment of parts of the facilities and sanitary units, as well as upgrading of the lighting to modern energy-efficient LED systems.
As part of the reconstruction, the heating and cooling systems will also be upgraded through the installation of high-efficiency heat pumps and fan coil units. As a result, the existing fuel-oil heating system will be replaced, helping to reduce energy consumption, lower the facility’s operating costs, and mitigate its adverse impact on the environment.
Project implementation will deliver substantial improvements in the Clinic’s energy performance, alongside a more modern, functional and higher‑quality healthcare setting for patients and medical personnel.
Reconstruction of the PHI University Clinic for Physical Medicine and Rehabilitation – Skopje constitutes another major investment in modernizing public healthcare infrastructure, as part of wider activities aimed at increasing energy efficiency in public facilities, optimizing the use of public funds, and delivering better public services to citizens.
