MoF: Parliament has adopted the Law on Borrowing a Loan at IBRD - World Bank, thus providing additional funds to improve primary education

12th September 2025, Skopje - Additional EUR 15 million has been provided by the International Bank for Reconstruction and Development to improve primary education. Today, the Parliament adopted the Law on Borrowing a Loan at the International Bank for Reconstruction and Development – the World Bank, upon the Loan Agreement for Additional Financing of the Primary Education Improvement Project, as a prerequisite for signing the Loan Agreement.

Project is aimed at improving the learning process at school level, by implementing reforms in the field of monitoring and evaluation of the national learning progress, enhancing the competencies of teaching personnel, multidisciplinary support teams, and school management staff, while also strengthening the education sector management, as well as the project management, monitoring, and evaluation.

As per this draft Law, the loan is granted with a 12-year repayment period, including a grace period of 3 years, and a six-month Euribor interest rate with a variable spread. It is a matter of additional financing within the Primary Education Improvement Project, being implemented by the Ministry of Education and Science, with 94.3% being disbursed so far, out of the total EUR 21.5 million. Primary Education Improvement Project was developed within the World Bank’s Country Partnership Framework 2019-2023.
