18th September 2025, Skopje – On 16th, 17th and 18th September 2025, training on the topic “Program-Based Budgeting” was successfully delivered in the Ministry of Finance, organized by the Public Finance Academy, with support from the US Treasury Department’s Office of Technical Assistance and the Budget and Funds Department within the Ministry of Finance.
Training was implemented by the U.S. Department’s Office of Technical Assistance, as part of the continuous support aimed at strengthening the capacities of public institutions in the Republic of North Macedonia.
Participants included employees from various public sector institutions, who had the opportunity to become acquainted with the fundamental principles, concepts, and practical application of program-based budgeting, all to the end of enhancing the processes of planning and managing public finances.
The training provided the participants with comprehensive knowledge about the fundamental principles and concepts of program-based budgeting, as well as the differences between program-based and traditional approaches to budgeting. Special emphasis was placed on preparation and analysis of budget programs, setting a program-based budgeting framework in place within the institutions, as well as identification of opportunities focused on improving the existing budgeting processes. Furthermore, the training provided for active discussion, exchange of experience and sound practices, along with the opportunity to address questions and challenges encountered by institutions.
Owing to the practical approach, participants had the opportunity to actively express their opinions and positions, and thus, contribute to successful delivery of the training. Ministry of Finance, in cooperation with the Public Finance Academy, will continue to organize such trainings in order to deepen the knowledge and develop the skills in the field of public finance.
