30th September 2026, Skopje - Today, the Ministry of Finance hosted a training on Project Concept Note (PCN) Development and Basics of Project Monitoring, organized by the Public Finance Academy.
The training was designed to deepen participants’ knowledge and further develop their practical skills in the field of public investment management, with a particular focus on the development of project ideas and the monitoring of project implementation.
This training covered the legal and institutional framework governing public investment management, the process of preparing the Project Concept Form (PCF), the identification of project challenges and objectives, assessment of fiscal implications and financing sources, risk analysis, as well as the quality criteria as regards project proposals.
Particular emphasis was placed on monitoring and reporting on physical and financial implementation of projects, including guidance on preparing and filling-in project monitoring reports.
The training was delivered through a practical and interactive approach, combining lectures, discussions, case studies, and hands-on exercises aimed at identifying errors and omissions in project concepts and project monitoring reports.
By delivering this training, the Public Finance Academy reaffirms its commitment to expanding knowledge and strengthening practical capacities across the public sector, while supporting more efficient public investment management.
