The training was delivered by Lenche Bozhinoska from the International Financial Relations Department, who presented the key aspects of fulfilling the contractual obligations, the conditions for effectiveness of the concluded agreements, and the procedures for disbursement of loan and grant funds.

The objective of the training was to broaden participants’ knowledge and practical capacities to ensure proper and timely fulfilment of the conditions and obligations arising from the agreements concluded with international financial institutions and bilateral creditors.

The training also addressed issues related to putting the financial and project implementation structure in place, the application of legal provisions governing borrowing and the issuance of sovereign guarantees, as well as the responsibilities of the institutions involved in the implementation of projects financed by foreign lenders.

Particular emphasis was placed on fulfilling the conditions for the entry into force and the effectiveness of the concluded agreements, the conditions for commitment of loan and grant funds and tranches, as well as the procedures for disbursement of funds and compliance with other contractual obligations.

The training concluded with an interactive discussion, providing participants with an opportunity to exchange experiences and discuss the benefits, challenges and implications of implementing contractual provisions, as well as possible solutions for ensuring more efficient implementation in practice.

By organizing such trainings, the Public Finance Academy contributes to continuous development of professional expertise and the strengthening of institutional capacities in support of efficient public financial management, consistent compliance with contractual obligations, and enhanced coordination among institutions involved in the implementation of projects financed by international financial institutions and bilateral creditors.
