Jankulovski: Supplementary Budget sustains development-oriented capital investments and ensures regular fulfillment of obligations under the legal requirements

26th October 2026, Skopje - As per the Draft Supplementary Budget, the key capital expenditures will continue to be supported and executed. This was highlighted by Deputy Minister of Finance, Nikolche Jankulovski during today’s discussion on the Draft Supplementary Budget in the Financing and Budget Parliamentary Commission. He stressed that, alongside its development component, the Supplementary Budget also ensures regular payment of the current expenditures.

Jankulovski underscored that the Government is fully committed to securing and sustaining economic growth, which, as he noted, had remained merely a notion until June 2024. He thereby added that the excise duty measure, introduced to help preserve citizens’ living standards, has been one of the key factors behind the need for the Supplementary Budget.

"Denar 3.77 billion out of total Denar 5.3 billion is attributable to that measure. We are talking about billions of denars, and naturally, when there is such a challenge on the revenue side of the Budget, not as a result of Government policy, cuts have to be made on the expenditure side. Those cuts have been carefully targeted to sectors and areas where they will have the least impact, while priority capital expenditures continue to be executed and current expenditures are paid on a regular basis," the Deputy Minister stressed.

He explained that, following the first Supplementary Budget, projections indicated that the situation would begin to stabilize. However, in light of the distortions that subsequently emerged, the Government acted responsibly by introducing changes in the proposed Supplementary Budget, while ensuring the continued implementation of capital investments, particularly the six motorways under construction and the capital investments covered by the Decree on Public Investment Management, which were approved by the Government and for which financing has been secured.

He stressed that, alongside its development component, the Budget also reflects a strong social dimension, ensuring that the Government meets its obligations under the legal requirements in a timely manner, regardless of global challenges.

By noting that Denar 87.8 billion was paid for pensions, Denar 39.7 billion for health services and allowances, and Denar 11.2 billion for social assistance between January and September, he underlined that securing these funds is essential for protecting citizens.
