10th September 2026, Skopje - Ministry of Finance, through the Public Finance Academy, organized a training session on the topic “Budget Circular,” aimed at building the capacities of budget users and improving the budget preparation process.
The training was intended for representatives of institutions involved in the budget planning process. The objective was to provide participants with practical guidance for preparing budget proposals and properly applying the Budget Circular.
The training featured presentations on the key elements of the Budget Circular, including macroeconomic assumptions, strategic priorities and expenditure ceilings, which provide the foundation for realistic and sustainable budget planning.
Special emphasis was placed on the instructions and guidelines for completing the Budget Circular, as well as the practical aspects of filling in the relevant forms. Through practical guidance and hands-on examples, participants gained a deeper understanding of the steps and procedures involved in preparing the required documentation.
The training also covered the guidelines for completing the Project Concept Form and the Fiscal Impact Form stemming from the Reform Agenda, with a view to providing a clearer insight into both the fiscal implications and the sound planning of projects and reform activities.
The training concluded with a discussion and Q&A session, providing participants with an opportunity to address practical issues and challenges encountered in the budget planning process.
