Dimitrieska-Kochoska: We are carrying out transparent solidarity tax refund process, with payment of the first installment being underway

26th March 2026, Skopje - Ministry of Finance has commenced the payment of funds to companies having paid these funds to the Budget under the Solidarity Tax Law in 2023. To date, Treasury Department of the Ministry of Finance has executed payment orders amounting to total of Denar 990 million. Total amount of the funds the companies paid to the Budget in 2023 reached Denar 3 billion. Government will refund half of this amount within the current month, with the other half scheduled for March 2027. "On the basis of a mandate from the Government, the Ministry of Finance carried out a transparent and inclusive process, determining the refund method, as per which, the Government will refund the funds that had been collected from the companies under the legal provision that was subsequently annulled by the Constitutional Court. The process we agreed upon together with the companies is designed to ensure the refund of funds, while safeguarding the Budget liquidity,” Minister of Finance Gordana Dimitrieska-Kochoska stated. Law on Solidarity Tax was adopted by the Parliament in 2023. The legal provision encompassed companies that, during 2022, generated total revenues exceeding Denar 615 million, and as per the Law, a total of EUR 49.2 million was paid to the Budget in 2023 by 156 companies. Following the annulment of the Law by the Constitutional Court, the Government was obliged to refund the funds that had been paid into the Budget under the provisions of the Law. Funds were refunded on the basis of applications submitted by companies to the Public Revenue Office, and pursuant to the applicable Rulebook on the Design and the Contents of the Form on Refund of Tax Overpaid or Erroneously Collected Tax. Companies submit their applications to the Public Revenue Office, and according to the respective data, total of 117 companies have submitted applications so far.
