5th May 2026, Skopje - In support of strengthening institutional capacities and enhancing public finance management, the Ministry of Finance hosted a one-day training today on the topic “Register of Budget Users’ Accounts and Financial Plan Management.”
The training targeted representatives of local educational institutions actively engaged in the field.
The training objective was introducing the Register of Budget Users and financial plan management to the participants. The training enabled participants with no prior experience to acquire fundamental knowledge on the processes of opening and closing budget users’ accounts; updating signature specimen cards due to statutory changes; making changes related to name, responsible persons, additional signatories, and official stamps; as well as managing financial plans. The knowledge and skills acquired provide a solid foundation for participants’ future professional development in treasury operations.
The training was delivered by Atanas Anchevski from the Treasury Department, whose expertise and interactive approach ensured an effective transfer of knowledge and practical skills.
Through a combination of lectures, group work, and interactive discussions, participants gained understanding of the core subject matter, as well as how to independently, timely, and duly submit complete, comprehensive, and accurate documentation, and properly comply with the financial plans.
Upon completion of the training, participants gained practical skills in preparing complete and proper documentation in accordance with the Instruction on the Method of Treasury Operations, particularly in relation to the opening and closing of accounts. In addition, participants developed an understanding of the purpose and structure of financial plans, as well as their proper submission and continuous adherence thereto. By acquiring skills and competencies, they will be enabled to independently, timely, and duly prepare and submit complete and accurate documentation, as well as effectively adhere to the financial planning process in the future.
