Central Financing and Contracting Department – CFCD

Central Financing and Contracting Department (CFCD) at the Ministry of Finance acts as an Operating Body responsible for contracting the Instrument for Pre-Accession Assistance – IPA (within the IPA I, IPA II programs and the upcoming IPA III programme period) having sole responsibility for the implementation of tendering, contracting, monitoring and payments of projects within the decentralized system concerning EU funded projects in the Republic of North Macedonia.

The main goal of the Department is to ensure adequate, effective and efficient indirect implementation of projects financed by IPA, while respecting the principles of stable financial management through internal controls, and thus to enable support of the state in fulfillment of the criteria for EU membership.

The Department performs its function and competence through an established structure divided into five units, which includes the following processes:

• • • Preparation and implementation of tender procedures and conclusion of contracts – in accordance with the activities carried out in the EU Procurement and Contracting Unit
    • Financial verification and payments for the concluded contracts – as part of the competences of the Finance Unit
    • Monitoring of concluded contracts – is the main focus of the Project Monitoring Unit
    • Establishing an appropriate system for quality assurance of tender documentation – one of the priorities of the Quality Control Unit
    • Ensuring the efficient and effective functioning of the internal control system in the Department and in the Operational structures – is the primary responsibility of the General Affairs Unit

The Head of the CFCD is at the same time Head of the Operational Structure for IPA (HOS), responsible for the implementation of the projects from the IPA I and IPA II programs and also provides effective supervision for the proper implementation of the tasks delegated by the IPA Coordinators in accordance with the previously concluded Operational Agreement.

The Department continues to carry out its work in the new programme period as a continuation of IPA II in accordance with EU Regulation No. 2021/947, which covers the following key thematic units:

• • • Good neighborhood relations, Development, Instrument for international cooperation

New financial assistance opens a new perspective and new challenges that should contribute to the process of bringing the Republic of North Macedonia closer to the European integration processes.

CFCD as an Intermediary Body for Financial Management will have the sole responsibility for all tenders, contracts and payments for Procurement of services, works, supplies, grants and twinning financed by IPA III programme adopted by the European Commission.
