Sector for central financing and conclusion of contracts – CFCD The Department for Central Financing and Conclusion of Contracts (CFCD) at the Ministry of Finance acts as an operational body for conclusion of contracts through the Preparatory Assistance Instrument – IPA (within IPA I, IPA II programs and the upcoming IPA III program period) and which is solely responsible for the implementation of tender procedures, conclusion of contracts, monitoring and payment of projects within the framework of the decentralized project management system financed by the European Union in the Republic of Northern Macedonia. The main objective of the Sector is to ensure adequate, effective and efficient indirect implementation of projects funded by IPA, while respecting the principles of stable financial management and the application of appropriate controls, and thus to provide support to the state in fulfilling the criteria for accession on the path to full membership in the European Union. The Sector performs its functions and responsibilities through an established structure divided into five departments, which includes the following processes: Preparation and implementation of tender procedures and conclusion of contracts – as part of the activities carried out in the EU Department Financial verification and payment of funds for concluded contracts – how part of the financial department’s responsibilities Monitoring of concluded contracts – is the main focus of the Project Monitoring Department Establishing an appropriate system for ensuring the quality of tender documentation – one of the priorities of the Quality Control Department Ensuring the efficient and effective functioning of the internal control system in the Sectors and in the Operational Structures is the primary responsibility of the Department of Public Works The entire organization and placement of the sectors is detailed in the Ministry of Finance’s Internal Organization and Work Regulations attached to the Ministry’s website. The Head of ЦФЦД is at the same time the Head of the Operational Structure for IPA (РОС), retains full responsibility for the implementation of projects from IPA I and IPA II programs and provides effective supervision for the proper implementation of the tasks delegated by IPA Coordinators in accordance with previously concluded Operational Agreements. The sector continues to carry out its work in the new program period as a continuation of IPA II in accordance with EU Regulation 2021/947, which covers the following key thematic units: A good neighborhood, development, instrument for international cooperation The new financial assistance opens up new perspectives and new challenges that need to contribute to the process of bringing the Republic of Northern Macedonia closer to the European integration process. CFCD as an intermediate body for financial management will have the sole responsibility for all tenders, contracts and payments for subsidizing services, construction works, equipment, grants and twinning in the context of financing activities of IPA III programs in the country.
