25th February 2021, Brussels – “Conditions for disbursing the second tranche in the amount of EUR 80 million under the EU macro-financial assistance, the total amount of which is EUR 160 million, have been fulfilled, being aimed at overcoming COVID-19-induced crisis. Upon receiving the European Commission’s approval, Ministry of Finance will send a request for disbursing the respective second tranche. At the same time, during the second half of March, request for the disbursement of the second tranche under the Contract “EU for Social and Economic Resilience” worth EUR 8 million, will be submitted, which is expected to be disbursed at the end of next month – Minister of Finance, Fatmir Besimi said at the meeting with the European Commissioner for Budget and Administration Johannes Hahn and the European Commissioner for Economy, Paolo Gentilloni, being held in Brussels on Thursday.

In October last year, Republic of North Macedonia was disbursed the first tranche of the EU macro-financial assistance amounting to EUR 80 million, whereby at the end of 2021, the first tranche in the amount of EUR 32 million under the Contract “EU for Social and Economic Resilience”, was additionally distributed, EUR 24 million out of which were transferred to the Development Bank, being already allocated in the form of interest-free credit lines with a grant component, whereby EUR 8 million will be used by the Employment Agency as support to the active employment measures.

During the meeting with the European Commissioners, experience has been exchanged, pertaining to management of COVID-19 crisis, economic developments, macroeconomic trends, international cooperation, whereby Minister of Finance also get them informed about the new Budget Law, stipulating systemic public finance-related solutions.

To that end, the European Commissionaires praised the adoption of the new Budget Law, as well as the introduction of medium-term budget planning in the respective Law.

At the same time, the Minister said that new 2022-2027 Public Financial Management Reform Programme would be prepared this year, also adding that it would be of great convenience if EC could provide support for this Programme under IPA 3 Instrument, covering the 2021-2027 period.
