15th December 2021, Skopje – Building and strengthening the capacities in public sector accounting and financial reporting are one of the strategic goals of the public finance management reform in the Republic of North Macedonia. Therefore, Ministry of Finance, together with the Center of Excellence in Finance – CEF, implements Public Accountants Certification Training (PACT) Program in North Macedonia, the closing event being held today with 19 certificates being awarded to the training participants.

Minister of Finance Fatmir Besimi greeted the attendees, pointing out that holding an event like the one today is a step forward to building and strengthening the capacities in public sector accounting and financial reporting.

Ministry of Finance has already announced the reforms it plans to implement in the period 2022-2023 in the field of budget accounting. Budget accounting reform will be geared towards switching from cash-based accounting principle to so-called modified accrual accounting principle. This principle will be introduced in the treasury system by implementing the new Integrated Financial Management Information System, Minister Besimi pointed out.

He explained that the introduction of the modified accrual accounting principle will impose the need for development of the capacities of public sector accountants.  Underlying that the accounting reform will include mandatory training and taking public accountants certification exam, he said that cooperation between the Ministry of Finance and CEF will continue in the field of training and certification of accountants, as well as the process of preparation of national public accountants certification within the Public Finance Academy.

Minister Besimi also pointed out that, in cooperation with CEF, organizing a training for acquiring public accountant diploma will be launched in 2022, inviting those with the public accountant certificate to apply for it.

The Program is funded by the Slovenian Ministry of Foreign Affairs, and it is implemented with the support of the Center of Excellence in Finance and the Chartered Institute of Public Finance and Accountancy (CIPFA).
