4th October 2024, Skopje – The Supplementary Budget, having been prepared in the first 100 days, is already being implemented. Liabilities, which were not covered with sufficient funds by the previous Government, are already being paid, with arrears being covered with funds already provided under the Supplementary Budget. However, what surprises is the fact of the emergence of additional undue liabilities. Minister of Finance, Gordana Dimitrieska- Kochoska pointed out in her guest appearance in Alsat TV channel.

“The situation we were confronted with was alarming, with 71% of the deficit being executed, meaning disproportionately sizeable spending in the first half of the year, accounts with barely no funds. In other words, EUR 47 million on the foreign currency account, with the debt being higher to cover the credits of Public Enterprises, which could not make their own payments, along with the Denar account in an enormous overdraft of over EUR 60 million. The arrears, which have come as a total surprise to this present day, are way over EUR 200 million. These data are based upon the reports submitted before MoF. However, the discussions on ministerial level in this recent period exposed many other issues, such as the Agency for Agency for Financial Support in Agriculture, being in an overdraft of a one whole budget, i.e. an overdraft of EUR 150 million. There are still many liabilities not being recorded in the Ministry of Finance. Hence, I asked for impromptu auditing for the purpose of which, teams have been assembled working on identifying the arrears within the institutions”, Dimitrieska-Kochoska said.

She reflected on the new 2025 Budget, indicating that it was in the final stages of preparation with the priorities being placed on infrastructure projects, digitalization projects in MoF, and other ministries, health care and educational projects and the likes. Funds have also been provided for pension increase, while efforts have been made in support of wage growth in the primary and secondary education sector, as well as the health sector, in particular increasing the wages for nurses and technical staff.

With respect to funds for projects for municipalities under the Supplementary Budget, she stated that the projected Denar 6 billion were allocated to the ministries, which would provide for implementing the projects, with most of the funds being transferred to the Ministry of Transport and Communications, being projected in two budget positions.
