31st March 2025, Skopje – On 1st April 2025, Public Procurement Bureau will launch new upgraded version of the Electronic System for Public Procurement, along with new functionalities and advanced tools which will facilitate the operations of both the contracting authorities and the tenderers.
“This is a major reform aimed at improving the public procurement process, increasing its transparency and efficiency, while simplified and standard documentation provides for a possibility for more companies to participate in the process, thus boosting the competition. The upgraded version introduces innovative technologies which will generate advanced data analytics, leading to greater accountability in spending public funds”, Minister of Finance, Gordana Dimitrieska-Kochoska, said.
New tools also contribute to both alignment with the EC standards and regulations, being a step forward in establishing the ESPP as official e-Sender on EU’s TED portal, and implementation of automatically generating tender documentation which will significantly improve the quality of the tender documentation, reduce errors and shortcomings, resulting in reduction of procedure cancellations. Simultaneously, this will shorten the tender preparation, as well as enhance its security and integrity.
Introduction of the tool for structuring the companies’ financial proposal, providing for greater transparency and easier monitoring of the prices, will strengthen monitoring and enable more detailed price analysis of tenders and value of public contracts, comparison of unit prices for identical subject of procurement with other institutions, comparison with prices from previous years, etc. Thus, insight in general price trends of products and services on the public procurement market is ensured, as well as comparative analysis, forecasting trends, etc.
Overall system upgrade, in addition to the abovementioned benefits and improvements, is basis for the next major reform in the public sector operations, such as introduction of a unified e-invoice to be prepared in cooperation with the Public Revenue Office.
