7th April 2021, Skopje – Ministry of Finance is the most transparent institution in 2020, having published 80% of the required documents, as per the analysis of the Association for Emancipation, Solidarity and Equality of Women, pertaining to the level of proactive transparency of public institutions in 2020, wherein 25 institutions have been monitored. However, despite the high number of published documents and information, the Budget Calendar and the Annual Operational Program have still not been published, ESE representatives stated.

Nineteen institutions or 76% of those monitored are non-transparent, i.e. as explained in the published analysis, almost three quarters of the monitored institutions in 2020, published less than 40% of the monitored documents. Two of them are institutions not publishing any of their documents on their websites (Health Center Skopje and Center for Public Health Kocani).

Five institutions published only some of the monitored documents, accounting for 20% of all monitored institutions, i.e. almost one quarter of the monitored institutions published from 41% to 75% of the monitored documents. This category of institutions includes the Ministry of Information Society with a total of nine published documents (60%), the Ministry of Education with a total of eight published documents (50%), the Ministry of Internal Affairs and the Ministry of Culture with seven published documents each (47%, i.e. 50% respectively) and the Government of the Republic of North Macedonia with seven published documents (47%).

The only proactively transparent institution in 2020 is the Ministry of Finance. In 2020, this institution published 80% of the required documents. However, despite the high number of published documents and information, the Budget Calendar and the Annual Program has still not been published, ESE representatives stated.

Most of the monitored institutions, or 88% of them have published the list of public information and data on the official responsible for mediating public information.

Half of the institutions have published a strategic plan and Annual Budget Report. No institutions published Budget Calendar, Pre-Budget Statement and Audit Report. Proposed and adopted modifications and amendments to the Budget have been published only by the Ministry of Finance. Open adopted budget format has been published by only two institutions, that being the Ministry of Finance and the Ministry of Transport and Communications. However, the Semi-Annual Report on Budget Execution was published by the Ministry of Finance and the Agency for Protection of Right to Free Access to Public Information.

This analysis is aimed at showing the level of proactive transparency in some of the public institutions in the Republic of North Macedonia, i.e. the practice of public disclosure of documents and information on their program and budget operations on the respective websites, as well as giving recommendations about the possibility and the manner of increasing the level of proactivity at public institutions.

The subject of analysis is the publication of sixteen significant information/documents on program/budget operations by twenty-five public institutions, which include: operational plan, annual operational programs, Budget Calendar, Pre-Budget Statement, Citizens’ Budget, Draft Budget and adopted Budget, proposed amendments and adopted modifications and amendments to the Budget, open format budget documents (xml and excel), Monthly Reports on Budget Execution, Semi-Annual Report on Budget Execution, Annual Budget Report, Audit Report, data on the official responsible for mediating public information and a list of public information.
