3rd February 2022, Skopje – Green Agenda, strengthening the decentralization process and eradication of informal economy were the main topics discussed at the meeting between the Minister of Finance, Fatmir Besimi, and UNDP Resident Representative, Armen Grigoryan.

As for the Green Agenda, Republic of North Macedonia is among the group of 9 countries globally to be supported by the Sustainable Development Goals Fund (SDG Fund) for the “Green Finance Facility to Improve Air Quality and Combat Climate Change in North Macedonia”. Project’s goal is to provide easier access to funds for projects in the field of renewable energy and energy efficiency for household and small- and medium-sized enterprises.

It will be implemented by a team of UN agencies – UNDP, IOM and UNECE – in partnership with EBRD.

With respect to eradicating informal economy, Ministry of Finance has launched an awareness raising campaign “Add Color to the Grey Economy” on the importance of reducing informal economy.

Thereby, designing the informal economy monitoring indicators is in the final stage.

As regards the strengthening of the decentralization process, two new Funds have been established together with UNDP – Equalization Fund and Performance Fund. The goal thereby being to strengthen the municipalities’ fiscal capacity.

Ministry of Finance and UNDP signed Memorandum of Understanding last year, aimed at strengthening and supporting public finance management reform: fiscal decentralization, tax policies (transfer prices, exchange of information for tax purposes) and informal economy.

During the meeting, Minister Besimi and Grigoryan also discussed future activities as regards the respective reforms.
